They are currently recruiting for the position of Project Construction HSE Officer, based on 28/28 rotation, in Gabon, West Africa.
Job Description
The role demonstrates commitment to improving Health, Safety, and Environmental performance in Group major projects by supporting the Lead HSE for the project in pursuing the desired HSE culture to reach our goal of zero HSE incidents:
Site/Field based providing on site high quality HSE development work and services to the Project Team especially on site.
On-site implementation of the Group HSSE& SP Control Framework (HSSE & SP CF) on personal safety and other relevant manuals.
Support the implementation and maintenance of the project HSE MS by providing quality HSE expert advice, support and services to the project
Support compliance with company Major Project's standards and procedures, local and International HSE regulations in Project Team especially on site.
Monitor and review HSE performance to achieve the performance commitments
Stimulate site/ location teams, to carry out specific HSE-MS implementation tasks.
Provide feedback to leaders on site on their behaviours, and opportunities to improve.
Cascade Learning from Incidents, best practices, drive consistency and standardize HSE practices in Development Teams according to Group, Regional and Group guidelines
Stimulate continuous HSE risk identification, assessment and reduction in Projects activities.
Make input to the HSE Performance Measurement from the Project team and check consistency in data reporting and interpretation.
Monitor and maintain HSE performance on site and propose enhancement measures to the Major Project HSE lead as required.
Support HSE assurance process.
Support the build up and delivery of HSE plans towards realisation of continuous improvement of HSE performance in Projects.
Draw from subject matter expertise of the various Disciplines in the Corporate teams to fulfil demands for HSE services and resource in the Projects teams
Support Project teams in implementation of HSE-MS in operations
Identify training requirements, organize, coordinate and supervise HSE Training.
Conduct HSE awareness campaigns in the form of presentations, safety talks directing HSE staff to this objective.
Facilitate, conduct HSE Risk Assessment on the various subjects of concern in liaison with the concerned disciplines (operations, engineering, logistics & marine, etc)
Monitor contractor performance and report management deviations.
Skills & Experience
Science or Engineering degree.
Considerable experience in EP industry.
Experienced HSE/EP professional with broad experience with EP, experience with HSE risk aspects of EP and/or management experience within OpCo environment.
Execution of projects in brown field environment
Good understanding of the business risks.
Able to implement EP & Industry policies, strategies and standards.
Ability to communicate in French and English language.
Experience with company HSSE Control Framework is preferred
Experience with H2S is an added advantage.
Meets the Group HSSE General Competence Profile for JG 5/6
Knowledge in HSSE risk Management Framework
Knowledge in Safe Systems of work/Personal Safety
Knowledge in HEMP for Significant Risks/HSE cases.
Knowledge of Auditing, Environmental quality standards, Environmental laws regulations and permits
Knowledge in analysing and solving problems, communicating and persuading and being personally creative and innovative
Knowledge in delivering through others.
Awareness in Project management techniques, including business planning and evaluation
Good understanding of business aspects of HSE in the short and long term
Good knowledge of International HSE legislative requirements in the Oil and Gas Construction Industry.
Trained in conducting Risk Management techniques and applying these to the Project scope of work
Passion, drive and commitment for HSE performance excellence
Excellent communicator
Excellent reporting writing skills
Good analytical ability and keen sense of reality.
This is a contract position.
The rate for this position is negotiable.
